USCIS issued a proposed rule to create a new business investor category. Under the proposed rule, USCIS would “parole” a foreign investor into the U.S. if the individual invests in and owns at least 15 percent of a business. The business must be majority owned and controlled by a U.S. citizen or lawful permanent resident.
